Integrated development program of utility infrastructure


Integrated development program – this is a document that defines the main directions of development of utility infrastructure in accordance with the existing and future needs of industry and housing, aimed at improving the quality of services and improve the ecological status of the settlement. It is recommended that prospective period for which the program is being developed, was close to the period to which the developed territorial planning documents.

The program establishes a list of measures for construction and reconstruction of electricity, gas, heat, water supply and sanitation facilities used for the disposal, decontamination and disposal of solid waste, which are provided by the general scheme of the power facilities, gasification program, heating circuits, diagrams water supply and sanitation programs in the field of waste management.

In accordance with the Decree of the Government of the Russian Federation dated June 14, 2013 №502, the program is recommended to include the following sections:

  • Section 1 “passport program” – includes a base for the development of the program goals and objectives, the most important targets, timing and stages of program funding.
  • Section 2 “Characteristics of the current state of municipal infrastructure” is a brief analysis of the current state of each system and state resursosnabzheniya installation of metering devices and energy saving among consumers.
  • Chapter 3 “Prospects of development of the municipality and the forecast of the demand for public resources” includes population dynamics, dynamic input, demolition and repair of buildings, projected changes in the industry and the performance of the forecast demand for each type of municipal resources for the entire period of development of the program, with the release of stages.
  • Section 4 “The targets of communal infrastructure”
  • Section 5 “The program of investment projects ensuring the achievement of targets” for each project contains a brief description of the project, the specific objective of the project (to provide connection of specific groups of consumers, reliability resursosnabzheniya, raising a specific indicator of quality life, reduce the cost of repairs, reduction of specific resource and etc.), technical parameters of the project, the necessary capital expenditures, the timing of the project, the expected effects and the timing of their receipt, and a simple payback period.
  • Section 6 “Sources of investment, the price and availability of the program for the population”
  • Chapter 7, “Managing the application”

The program is recommended to develop integrated development consisting of the following documents:

  • Program Document
  • Justifying materials to the program document

Программа комплексного развития систем коммунальной инфраструктуры муниципального образования Сосновобоский городской округ Ленинградской области

Муниципальное образование Сосновоборский городской округ Ленинградской области находится к западу от Санкт-Петербурга, в Ленинградской области, на берегу Копорской губы Финского залива и на обоих берегах р. Коваши. Отличительные особенности положения городского округа: удобные транспортные связи и близость Санкт-Петербурга, одного из важнейших центров Российской Федерации.

В состав территории Сосновоборского городского округа входит один населенный пункт – город Сосновый Бор. Город Сосновый Бор – административный центр Сосновоборского городского округа. Прочие населенные пункты входят в состав городского округа в качестве микрорайонов.

Ведущая роль в промышленной структуре городского округа принадлежит атомной энергетике. Филиал ОАО «Концерна Росэнергоатом» «Ленинградская атомная станция» – крупнейшее предприятие города (порядка 20 % всех занятых), энергетическая база Ленинградской области – вырабатывает порядка 35 % электроэнергии, потребляемой на Северо-западе России.
