Energy audit

According to the Federal law of the Russian Federation of November 23, 2009 No. 261-FZ “About energy saving and increase of power efficiency and about Amendments to Certain Legislative Acts of the Russian Federation” obligatory power inspection there have to pass all organizations with the state participation, the organizations which are carrying out the adjustable kinds of activity, the enterprises which are carrying out production, transportation and processing of energy and fuel resources, the organizations that cumulative costs of consumption of energy resources exceed 10 million rubles a year, and also the organizations that actions for energy saving are financed from the federal budget.

On the basis of power inspection the power passport is formed. The power passport is the official document for all organizations possessing power economy according to state standard specification P51379-99 “The power passport of the industrial consumer of fuel and energy resources”

Energy audit determines how much is possible to reduce the current energy consumption of the enterprise (in a power equivalent and rubles) through the implementation of the proposed specific, the most effective measures, and how much money it will require, for what period of time of investment will pay it off, what is the risk at the same time, etc.

Energy audit purposes:

  1. Identification of sources of irrational energy consumption and unjustified losses of energy,
  2. Determination of indicators of power efficiency,
  3. Determination of the potential of energy saving and increase of power efficiency,
  4. Development of the target, comprehensive program of energy saving

After all the question of rational use of TER, the strict accounting of actual consumption of hot and cold water, electricity, gas and heat is particularly acute now. The state of affairs in the country is so that the largest items of expenditure for the enterprises are these expenses. For the most part of the enterprises up to 50% of its own budgets is spent on power supply. Such a high figure arises so often due to the inefficient use of energy resources.

And high level of loss of heat and electricity. Another problem of low utilization efficiency of resources is a problem associated with lack of metering instruments. This causes huge losses in urban power grids, which are highly branched. And the last, that reduces the efficiency of resource use – is an extremely low reliability of systems of the centralized district heat supply. According to the experts, the leakage of the heat carrier in such networks can reach 20% of the total transported amount, and the thermal losses are even 30% of the released electric power.

And also in the enterprise, there is always the energy saving potential, but another thing is that how much of this potential is cost-effective to implement. The reduction of energy consumption to the lowest possible level today is connected with essential expenses that could be economically feasible for the enterprise.

To carry out energy audits, the result of which will be the compilation of energy certificates, can do legal entities, individual businessmen and individuals who are qualified and who are members of a self-regulatory organization in the field of energy audits. Thus, the system of collective responsibility in the energy audit was introduced. SRO Energy Auditors is responsible for shortcomings of activities of its members:

  • Before consumers — an indemnification fund;
  • Before the state – registration as a SRO.

The Energy audits is carried out according to predetermined specifications and include the following steps:

  1. Organizational. Verification of documents and conclusion of the contract for carrying out an energy audit.
  2. Collection of information about the enterprise and its visual inspection for the purpose of acquaintance with all features of power consumption.
  3. Detailed tool inspection of industrial buildings. Measurement of various indicators (illumination, systems of ventilation, etc.) is performed by special devices. All data are fixed and processed. **
  4. Analysis of the research and compilation of information.
  5. Development of programs and activities that reduce electricity losses and improve the efficiency of a specific company or building.3713_h
  6. Providing the report on carrying out power inspection with all recommendations, regarding the decrease in costs of energy resources.
  7. Delivery and drawing up the energy saving passport of the industrial building.
