Technical examination of water and wastewater systems

videoglaz_GLIn accordance with article №37 of the Federal Law of the Russian Federation from December 7, 2011 №416-FZ “On the Water Supply and Sanitation” it is mandatory to conduct a technical survey of the centralized systems for hot and cold water supply and sanitation.

Requirements for technical inspection and determination of the main indicators of the feasibility condition of water and wastewater systems approved by the Order of the Ministry of Construction and Housing and Utilities of the Russian Federation №437 “On approval of the requirements for technical inspection of centralized hot water, cold water supply and (or) sewerage … “ on August 5, 2014, with effect from 9 November 2014. Mandatory technical inspection carried out at least once every 5 years, as well as the development of measures to improve the quality of drinking and hot water, reducing discharges and for the commissioning of ownerless objects.

Thus, when developing and maintaining water and sanitation schemes, from now on, it is necessary to carry out inspection and maintenance systems, which lies on the shoulders of an organization engaged in water supply and sanitation. Examination can be performed in-house or with the involvement of specialized organizations.

Goals and objectives of the technical survey of the centralized water supply and sanitation

a) providing (preparing) the initial data for the development schemes of water supply and sanitation plans reduce discharges, plan to bring the water quality into compliance with the requirements, as well as to determine the costs required for the operation of the centralized water and wastewater systems (including ownerless facilities), on the basis of their technical condition and operating conditions.

b) determining the actual values of reliability, quality and energy efficiency of facilities centralized water and wastewater systems and a comparison with the requirements of the regulations;

c) Determining the cost-effectiveness of existing technical solutions in comparison with the best industry peers and the feasibility of modernization and introduction of new technologies.

Structure (steps) Survey

  1. Cameral (documentary) inspection on the basis of design, executive and maintenance documentation on objects of water supply and sanitation. On the basis of this survey is carried out to determine the main technical characteristics and analysis of the technical capabilities of the equipment to ensure the project objectives.
  2. Full-scale, visual inspection and measurement tool inspection facilities, including the holding of tele-diagnosis, leak detection and pipeline inspection, gauging the actual characteristics and diagnosis equipment, in view of their current status and their working conditions.
  3. Definition of the technical and economic efficiency of facilities centralized water and wastewater systems, reflecting the benefits of the resources. The conclusion is based on compliance with applicable technological solutions and targets of the system, as well as a comparison with the best analogues.
  4. Preparation of an act of technical inspection

The act is a structured document containing a list of parameters, specifications and actual performance of facilities, for which technical inspection was conducted, a description of the identified defects and opinion on the possibility, terms and conditions of further exploitation. Also, based on the feasibility study and planning reliability, quality and energy efficiency are put forward recommendations for measures and possible design solutions for their achievements and further exploitation.

In accordance with part 4 of article №37 of the Federal Law “On Water Supply and Sanitation” results of the technical examination of water and wastewater to be agreed with the local authority settlement, urban district.
